18 July is a memorable day in the history of world democracy. On this day in 1872, the Ballot Act 1872 came into force in the United Kingdom. Through this landmark legislation, the Secret Ballot system was officially introduced for the first time by the state. The Act elevated democracy beyond a mere political mechanism, recognizing it as a true expression of the free conscience of every citizen.

A key figure behind this historic transformation was the then British Prime Minister, Benjamin Disraeli, and his government. Enacted under his leadership, the legislation ushered the British electoral system into a new era. Disraeli understood that a vote cast under fear, intimidation, undue influence, or the threat of retaliation could never be considered genuinely free. Therefore, if democracy was to be strengthened, the secrecy of the ballot had to be guaranteed.

Disraeli once said:

«”The rights of the people are safest in the hands of the people themselves.”»

This philosophy perfectly embodies the spirit of the secret ballot. If the people cannot express their opinions freely, elections become nothing more than a formal exercise.

Before 1872, voting in Britain was conducted openly. Everyone could know who had voted for whom. As a result, landlords, employers, wealthy businessmen, and influential political figures often exerted pressure, intimidation, and inducements that influenced electoral outcomes. Although ordinary people possessed the right to vote, their freedom to exercise that right was severely constrained.

The Ballot Act 1872 transformed that reality. For the first time, voters were granted the right to enter a polling booth and cast their votes in complete secrecy for the candidate of their choice. It was a quiet yet revolutionary milestone in the evolution of democratic governance.

In the years that followed, almost every democratic nation in the world adopted this principle. Today, the secret ballot is regarded as one of the fundamental prerequisites for free, fair, and credible elections. Without protecting the secrecy of the vote, the freedom of citizens to express their political will cannot truly be safeguarded.

Therefore, 18 July is not merely a date in history; it symbolizes the dignity of democracy, civil liberty, and the protection of the fundamental right to vote. It reminds us that the true strength of democracy lies not in the hands of those who govern, but in the hands of ordinary citizens who can cast their votes freely and fearlessly according to their conscience.

Like many of humanity’s democratic achievements, the secret ballot was not established overnight. It emerged through years of political debate, institutional reform, and visionary leadership. In that remarkable history, the name of Benjamin Disraeli will forever be remembered with profound respect.
