১. What exactly is 3-R

In the General Debate of the 81st Session of the United Nations General Assembly, Bangladesh Prime Minister Tarique Rahman, in his first address to the United Nations in New York on 24 September 2026, presented the “3-R Strategy—Recovery, Restoration and Reconstruction” for the future rebuilding of Bangladesh. He presented the core objective of this strategy as moving Bangladesh’s economy, state institutions, human resources and social system forward on a new foundation.

২. First Phase: Recovery — Restoration

The first phase of 3-R is Recovery. Its objective is to stabilize the country’s economic and social systems and bring them back to the normal path of development. The Prime Minister spoke about creating employment opportunities, transforming young people into skilled human resources, and developing Bangladesh into a “manufacturing hub.” He also mentioned an allocation of US$50 million in the current fiscal year to support startup initiatives by young entrepreneurs, researchers and innovators.

৩. 2nd Phase: Restoration — Re-establishment

The second phase is Restoration—making state institutions, the democratic system, good governance and economic activities effective and stable. The Prime Minister said that Bangladesh is once again moving forward on the path of democracy and that his government is emphasizing the establishment of “economic democracy” alongside political democracy, so that the benefits of economic growth reach families and citizens at the grassroots level.

He also highlighted expanding opportunities for women’s education, employment and entrepreneurship as part of this broader transformation. In particular, he referred to financing opportunities for women entrepreneurs and free education for women up to the undergraduate level.

৪. 3rd Phase: Reconstruction — Rebuilding

The third phase is Reconstruction, or rebuilding. Through this, the goal is to build a prosperous, self-reliant, welfare-oriented and democratic Bangladesh in the long term. The Prime Minister said that Bangladesh must be built in such a way that young people can realize their dreams without fear or obstacles, women can move forward with confidence, and every child gets the opportunity to develop their potential.

৫. Other Priorities Alongside 3-R

In Tarique Rahman’s speech, the 3-R strategy was not limited only to economic reconstruction. Alongside it, he linked several international and national issues—

(১) Rohingya Crisis: Mentioning safe and sustainable repatriation to Myanmar as central to resolving the crisis and calling for continued international assistance.

(২) Climate Change: Calling for climate justice, increased climate financing and adaptation support; and mentioning a programme to plant 250 million trees over five years.

(৩) Youth and Employment:
A plan to develop skilled human resources and transform Bangladesh into a production hub.

(৪) Technology and AI:
Calling for technology transfer, skills development and access to affordable technologies so that developing countries do not fall behind in technological advancement.

(৫) LDC Graduation:
Seeking international cooperation in financing, market access, technology transfer and capacity building to ensure a sustainable transition of Bangladesh from the list of Least Developed Countries.

(৬) World Peace:
Emphasizing dialogue, diplomatic processes and mutual cooperation in resolving conflicts.

৬. What is the Core Message of 3-R

In Tarique Rahman’s speech, the 3-R essentially presents a sequential concept of “repairing the country → revitalizing institutions and the economy → rebuilding the country on a new foundation in the long term.” Alongside this, he linked the vision of “Bangladesh First: Bangladesh for All,” expressing the goal of building a Bangladesh where citizens will have security, equal rights, dignity and opportunities.

Analytically, a notable aspect of the speech is that 3-R has been presented not merely as a plan for economic recovery, but as a framework that places the economy, democracy, institutions, human resources, women’s empowerment, technology, climate and international relations within a broader vision of national reconstruction. This is one of the key policy messages of his first UNGA address.
