*1. The First Question of Electoral Neutrality*:

In Bangladesh, the question of a free, fair, and neutral election is no longer merely a constitutional expectation—it has become a core pillar of state credibility. In such a context, the meeting in London between BNP’s Acting Chairman Tarique Rahman and Dr. Muhammad Yunus, and the subsequent political reverberations of that contact at Jamuna (the place used as the official residence of the Chief Adviser), have cast serious doubt on the very notion of neutrality. This incident has brought both the electoral code of conduct and the neutrality of the interim administration back into sharp pre-election debate.

*2. Summary of the Inciden*

Dr. Muhammad Yunus, who is regarded as an influential figure morally and ethically associated with the interim arrangement, participated in a political meeting with the top leadership of the BNP while abroad, and upon returning to the country, the political message and symbolic impact of that contact were reflected within the state sphere. This sequence did not remain confined to a personal meeting; rather, it is being viewed as a ‘first visible crack’ in the question of state neutrality.

*3. Where the Problem Lies in Light of the Electoral Code of Conduct*:

According to Bangladesh’s electoral Code of Conduct— individuals associated with the state or the interim arrangement must not engage in direct or indirect communication with any particular political party, exchange special favors or messages, or give even an indication of political bias. Equidistance is a fundamental prerequisite for a neutral election. A special meeting with the top leader of one party, while lacking communication of the same level with other parties— creates a clear perception of violation of this principle.

*4. The Question of Public Trust*:

The most important aspect of the code of conduct is— “Justice must not only be done, it must also be seen to be done.” That is, neutrality must be not only real, but also visible. Such a meeting with a principal leader of an election-participating party like Tarique Rahman has undermined visible neutrality. Why is this being described as the ‘first obstacle’? It is not an administrative decision, but in terms of moral and political messaging, it is extremely powerful. If, even before the election begins, a major party believes— “we have special access”— then the confidence of rival parties collapses. Past experience shows that electoral failure begins with a crisis of trust, and ends with boycott and conflict. This is why analysts are saying— this is the first visible obstacle on the path to a neutral election. Possible political and constitutional consequences: Allegations of an uneven electoral playing field will intensify. If other parties do not receive equal treatment, the election may become questionable. International and domestic confidence in the interim arrangement will weaken. Doubts will arise regarding the independent role of the Election Commission.

*5. Do Not Let Neutrality Sink*:

A neutral election is not an event of a single day— it is a process in which every step matters. Recommendations: Clear guidelines are essential regarding meetings between all influential individuals associated with the interim arrangement and political parties. An equal and transparent communication framework must be ensured for all parties. The Election Commission should immediately issue a moral advisory to safeguard neutral city . Otherwise, this meeting that began in London, crossing Jamuna, may end up sinking the very concept of a neutral election— which would bring disastrous consequences for both the state and democracy.
