1. Introduction:

After the July 2024 mass uprising, the Awami League has effectively become banned and politically paralyzed. Once the ruling party, it now stands at a crossroads of history. In this context, the political arena has been abuzz with debates about the rehabilitation of “Refined Awami League” or “clean image” leaders. The multifaceted positions of Army Chief Waker-uz-Zaman, India’s intelligence agency R&AW, the BNP, and the Jatiya Party have made the debate even more complex. Recently, remarks by BNP leader Ruhul Kabir Rizvi and the Jatiya Party’s co-chairman have added a new dimension to the issue.

2. The “Refined Awami League” Concept:

In March 2025, National Citizen Party (NCP) leader Hasnat Abdullah claimed on Facebook that under the direct influence of Army Chief Waker and India, a proposal had been raised at Dhaka Cantonment to form a “Refined Awami League.” Names like Shirin Sharmin Chaudhury, Saber Hossain Chowdhury, and Barrister Fazle Noor Taposh were discussed as possible leadership figures.

However, top AL leaders dismissed the idea as “unrealistic and unbelievable.” The party’s Information Secretary, Aminul Islam, stated:

> “We are not Refined; we are Pure Awami League—our leader is only Bangabandhu’s daughter, Sheikh Hasina.”

3. The Army Chief’s Position:

According to India Today Insight, Army Chief৫৫ Waker-uz-Zaman was present at the meeting, but he did not exert any pressure. Privately, he remarked:

> “If a new structure can be built with honest, crime-free Awami League leaders, it may bring political stability.”

 

The Army’s official statement, however, declared:

> “The so-called Refined Awami League is nothing but a rumor.”

 

4. BNP’s Strategy:

On 7–8 May 2025, BNP’s Senior Joint Secretary General Ruhul Kabir Rizvi told journalists:

> “No one from the current Awami League can join BNP. But those who left the party during Sheikh Hasina’s fascist regime and who have a clean and honest image—only they will be allowed to join.” (The Business Standard, 8 May 2025; Dhaka Tribune, 8 May 2025)

 

Rizvi alleged that his remarks had been distorted. He stressed that BNP would only accept citizens and former AL workers who are “free from allegations and committed to nationalist ideals.”

5. Jatiya Party’s Strategy:

On 8 September 2025, The Daily Ittefaq carried the headline:
“AL supporters with clean image will receive nominations if they join Jatiya Party—JP Co-Chairman.”

Jatiya Party leader Mostafizar Rahman Mostafa said:

> “Those who support Awami League but have no criminal records—if they join Jatiya Party and prove their competence, they will be nominated in the upcoming elections.” (The Report Live, 6 Sept 2025)

 

The Jatiya Party aims to field candidates in all 300 constituencies, prioritizing “clean image” leaders for nominations.

6. Overall Analysis:

(1) Both BNP and Jatiya Party are strategically seeking to recruit Awami League members with clean reputations. However, BNP has restricted this to only those who are defectors from AL and free of allegations, whereas Jatiya Party has openly invited “clean image AL supporters” into its fold.

(2) The Army Chief’s role remains controversial. Although he did not give official endorsement, his personal remarks have stirred debate in political circles.

(3) Criticism of India’s influence has intensified. Hasnat Abdullah and opposition parties allege that such “Refined AL” schemes are progressing with India’s tacit support.

7. Competition over Awami League’s Revival:

In Bangladesh’s current politics, the term “clean image” has taken on new significance. BNP has adopted it as a criterion for its membership drive, while the Jatiya Party has embedded it in its nomination policy. At the same time, the debate over a “Refined Awami League” demonstrates that the political sphere is still unable to escape the shadows of the past. Even though Awami League remains banned, a new competition has emerged in power politics centering on its “clean faces.”
