1. A Significant Diplomatic Initiative

A new dimension is about to be added to bilateral relations between Bangladesh and China. Dhaka and Beijing are preparing to launch a ‘2+2’ diplomatic and defence dialogue. Bangladesh’s State Minister for Foreign Affairs, Humayun Kabir, said on 30 August 2026 that preparations for the dialogue are underway and that it will be initiated at a mutually convenient time. However, a specific date has not yet been finalized.

The initiative is particularly significant because it will bring not only foreign policy issues but also defence and national security matters within the same framework.

2. What Does the ‘2+2’ Dialogue Mean?

A ‘2+2’ dialogue is a high-level diplomatic mechanism in which representatives responsible for foreign affairs and defence/security from the two countries hold discussions on the same platform.

Under the proposed Bangladesh-China mechanism, a Diplomacy and Defence Dialogue at the State Ministerial level is expected to be launched. At the same time, discussions have also taken place on establishing a separate Strategic Dialogue between the Foreign Ministers of the two countries at the earliest opportunity.

In other words, this is not merely an ordinary diplomatic meeting; rather, it is an initiative to bring the strategic relationship between the two countries into a regular and institutionalized framework.

3. The Initiative Originated from the June Visit to China

During Prime Minister Tarique Rahman’s visit to China from 22 to 26 June 2026, the two countries agreed to elevate their bilateral relationship to a higher level.

In the joint statement issued by China and Bangladesh, the two sides stated that they would advance their relations toward a “China-Bangladesh Community with a Shared Future in the New Era.” The same statement also included a decision to establish a mechanism for strategic dialogue between the Foreign Ministers of the two countries and to explore a ‘2+2’ dialogue mechanism on diplomacy and defence.

Therefore, the current initiative did not emerge suddenly; rather, it is the implementation of a high-level political decision taken in June.

4. What Issues Could Be Discussed?

The proposed 2+2 dialogue could potentially address important issues relating to Bangladesh’s security and foreign policy.

These may include—

● Defence cooperation and military training

● Defence equipment and military technology

● Combating terrorism and transnational crime

● Cybersecurity and maritime security

● Security in the Bay of Bengal and the Indian Ocean region

● Regional geopolitical developments

● The Rohingya crisis

● Integrated management of the Teesta River

● The Bangladesh-China-Myanmar Economic Corridor

● Trade, investment and infrastructure cooperation

Recent discussions have also included the Teesta project, the Rohingya crisis, the China-Bangladesh-Myanmar Economic Corridor, and trade and commercial cooperation.

5. Significance in the Defence Sector

For Bangladesh, one of the most important aspects of the 2+2 dialogue is bringing defence cooperation within the framework of regular strategic discussions.

China is already one of Bangladesh’s major defence suppliers. In recent times, discussions have progressed regarding Bangladesh’s potential acquisition of modern defence equipment, including Chinese J-10CE fighter aircraft. Therefore, the new mechanism for discussing diplomacy and defence within a common framework could further institutionalize the military relationship between the two countries.

However, there is no reason to interpret this as a China-Bangladesh military alliance. A 2+2 dialogue is essentially a mechanism for regular strategic consultation and coordination.

6. Potential Benefits for Bangladesh

From Bangladesh’s perspective, this initiative could offer several important advantages.

First, Bangladesh’s strategic importance will become more visible at the international level.

Second, a permanent framework will be created for direct, high-level discussions with China on defence and security issues.

Third, opportunities for cooperation in modern defence technology, training and capacity building may increase.

Fourth, Bangladesh could strengthen its position in protecting its maritime security and economic interests centred on the Bay of Bengal.

Fifth, issues of vital national interest, such as the Teesta, the Rohingya crisis, infrastructure, trade and investment, could also be brought forward as components of the broader strategic relationship.

7. What Is Its Significance for India?

The Bangladesh-China 2+2 dialogue will naturally attract strategic attention from India. Bangladesh is geographically one of India’s most important neighbours, and its position is significant for security in the Bay of Bengal region.

However, the most important strategy for Bangladesh would be to deepen its relationship with China while maintaining stable relations with India at the same time.

This could be consistent with Bangladesh’s longstanding policy of maintaining a balanced foreign policy. Expert analyses have also viewed Bangladesh’s new initiatives with China as an expression of its strategic flexibility and its effort to maintain relations with multiple major powers.

8. Does This Mean Bangladesh Is Entering China’s Sphere of Influence?

It would be inappropriate to draw such an exaggerated conclusion.

The mere establishment of a 2+2 dialogue does not mean that Bangladesh is entering China’s military or political sphere of influence. Such dialogues are a common mechanism for strategic communication and consultation among countries.

Rather, the key question for Bangladesh will be how effectively it can use this platform in pursuit of its national interests.

If Bangladesh can expand defence and economic cooperation with China while simultaneously maintaining balanced relations with India, the United States, Japan, the European Union and the countries of the Middle East, the 2+2 dialogue could further broaden Bangladesh’s diplomatic space.

9. A New Reality Surrounding the Bay of Bengal

One of the principal reasons for Bangladesh’s growing geopolitical importance is the Bay of Bengal.

China’s economic and strategic presence in the Indian Ocean region is increasing, while India, the United States, Japan and other powers also have growing interests centred on the Bay of Bengal.

Against this backdrop, Bangladesh’s geographical and strategic position is becoming increasingly important.

Therefore, the Dhaka-Beijing 2+2 dialogue is not merely a matter of bilateral relations; it is also part of the broader geopolitical equation surrounding the Bay of Bengal.

10. What Should Bangladesh Do?

To derive maximum benefit from this dialogue, Bangladesh should—

First, keep national interests at the centre of the discussions.

Second, give importance to economic and technological cooperation alongside defence cooperation.

Third, avoid excessive dependence on any single power.

Fourth, maintain balanced relations with India and other neighbouring countries.

Fifth, give priority in strategic discussions to Bangladesh’s fundamental national interests, including the Bay of Bengal, the Teesta, the Rohingya crisis and regional connectivity.

In conclusion, the preparations for a 2+2 dialogue between Bangladesh and China undoubtedly mark the beginning of a new chapter in Bangladesh-China relations. The initiative mentioned in the June joint statement has, by the end of August, entered the preparatory stage for implementation.

Through this mechanism, coordinated strategic discussions between Bangladesh’s foreign policy and defence policy could be further strengthened.

However, the ultimate success of the initiative will depend on one crucial question: Can Bangladesh align its close relationship with China with its own national interests, strategic autonomy and balanced foreign policy?

If the right strategy is adopted, the 2+2 dialogue with China will not merely become a new diplomatic platform for Bangladesh; rather, it could emerge as an important instrument for strengthening Bangladesh’s strategic significance in the geopolitics of the Bay of Bengal.
