1. The Symbolic Significance of the Incident*:

4 March 2026, 9:00 a.m.—the निर्धारित time for government offices to open.
Barrister Kaiser Kamal paid a surprise visit to a land office in Narayanganj and found it locked. After waiting for an hour, a peon arrived and opened the door; gradually, other employees began to appear.
This scene is a symbolic portrayal of administrative disorder.
But the question is—can the sudden presence of a minister restore discipline in the long run?

*2. Surprise Visits: Not a Remedy, Only a Signal*:
A minister’s sudden inspection may serve as a warning.
However, it is not a permanent solution to structural problems.
Because—
When news of the visit spreads, temporary alertness appears.
Punctuality is observed for a few days.
Then old habits return.
In other words, this is “fear-based discipline,” which is not sustainable.
Sustainable discipline comes from institutional monitoring and accountability.

*3. Why Active Surveillance by Intelligence Agencies Is Essential*:
Bangladesh has multiple intelligence and oversight agencies. Such as—
Directorate General of Forces Intelligence,
National Security Intelligence,
Criminal Investigation Department, etc.
Their role is not limited to national security; collecting information on administrative irregularities and corruption is also part of state interest.
If, on a regular basis—
Office attendance
Speed of public service delivery
Bribery and broker syndicates
Punctuality
—objective reports on these matters reach the Prime Minister’s Office, responsibility at the field level decreases.
The chain of command becomes effective only when subordinate officers know—
“My work is being silently monitored, and reports are going directly to higher authorities.”

*4. Representative Journalism: The Voice of the People, Not of Power*:
At present, it is observed that the activities of Prime Minister Tareq Rahman—working on Saturdays, punctuality, etc.—are widely promoted in the media.
Personal diligence is certainly positive.
But representative journalism means—
What is happening at the union land office,
Whether doctors are arriving on time at the উপজেলা health complex,
Why files are stuck at the education office,
How much harassment ordinary citizens are facing, etc., must be investigated and reported.
If the media only publicizes symbolic scenes of power, the ground-level reality remains concealed.
Representative journalism should be—
Investigative, non-partisan, information-based, and citizen-centered. Only then will the media become a strong informal regulator of administrative discipline.

*5. Structural Reform*: Coordination of Three Pillars
To restore discipline in administration, three coordinated forces are required—
(1). Political goodwill
Policy formulation and strict directives.
(2). Intelligence surveillance
Regular, confidential, and evidence-based reporting.
(3). Through independent and representative media
Presenting ground-level realities and shaping public opinion.
Only when these three pillars work together will the chain of command be strengthened.

*6. Practical Measures*:
(1). Connecting biometric attendance in all government offices to a central server.
(2). Preparing monthly confidential evaluation reports through intelligence agencies.
(3). Performance-based promotion.
(4). Ensuring protection for investigative journalists.
(5). Public declaration of exemplary punishment.

*7. Establishing Institutional Accountability Is Essential*:
The locked door of a land office in Narayanganj is not merely a story of mismanagement—it is a symbol of weakness in the administrative chain of command.
A minister’s surprise visit may serve as a warning, but it is not a permanent solution.
A permanent solution will come through—
Effective intelligence surveillance,
Representative journalism,
And institutional accountability.
The strength of the state will be established only when every field-level office opens on time—not out of fear, but out of a sense of responsibility. Without establishing institutional accountability, sudden visits by ministers or even the Prime Minister are nothing more than futile gestures.
