No one knows which document he would use to return:

A question currently dominating political discussions is this—can Tareque Rahman really return to the country on 25 December without obtaining a passport, visa, or travel pass? Various claims and expectations are circulating on social media and within political circles. But what is the reality? It is essential to analyze the issue in light of law, diplomacy, and administrative structures.

2. Basic requirements for international travel:

Under international law and immigration systems, the minimum documents required for a citizen to travel from one country to another are—

A valid passport

Permission to enter the destination country (visa or proof of citizenship)

Or, in special cases, a travel pass / emergency travel document

Without any of these documents, no state normally allows a passenger to board an aircraft.

3. Alternatives if there is no passport:

If a citizen’s passport has expired, been cancelled, or confiscated, the only alternatives are—

An Emergency Travel Document (ETD) issued by the relevant embassy or high commission, or

A Laissez-Passer

Because liability for transporting an undocumented passenger falls entirely on the airline

Therefore, air travel without a passport or travel document is practically impossible.

This is where the greatest confusion arises.

A government may assist in repatriating its citizen through special consular arrangements

But even then, it is done through the issuance of documents, not without documentation

Even when citizens are repatriated from war-torn regions, temporary travel documents are issued

Thus, “returning without taking anything at all” may be a political statement, but it is not a real administrative process.

There is, so far, no official information about the issuance of any consular travel document
