1. Restoration in the Name of Revival

Declared in October 2025, the “July Charter” has been presented to the nation under the slogan “Implementation of the People’s Uprising.”
It has been proclaimed as a document of “the restoration of people’s sovereign power.”
But in reality, it is a cunning effort to reintroduce the rigid framework of the 1972 Constitution, merely polished and repackaged—
not to ensure people’s liberation, but to resurrect the same old system of centralized power.

2. Rearranging Power in the Name of the Constitution

The phrase “Restoration of the 1972 Constitution” sounds politically appealing, but history knows that it was within that very Constitution that the seeds of one-party rule were sown—
seeds that later sprouted into the fascist BAKSAL in 1975.
The July Charter keeps that structure intact, coating it with a few “democratic colors” to imprison the people once again within an old frame disguised as something new.

> “If the phrase ‘restoration of people’s sovereignty’ were truly meaningful, the Election Commission, the judiciary, and the office of the President would have been returned to the hands of the people. But the Charter contains no real outline for that.”

 

3. The Election Commission — A Trap of Control in the Name of Independence

One of the weakest parts of the July Charter is the section concerning the Election Commission.
It introduces no new principles for forming an independent commission, no transparent appointment process, and no system of accountability.
Rather, by allowing for “referendums,” it once again opens the door to administrative manipulation.

As political analysts note:

> “If the Election Commission remains beyond the people’s control, even a referendum becomes nothing but another act in the theater of the State.”

 

4. The Disconnect Between the Spirit of the Mass Uprising and the July Charter

The July 2024 Revolution was rooted in the people’s blood, the sacrifice of countless martyrs, and the demand for the downfall of fascism.
But the July Charter of 2025 has carefully erased that very history.
Even the date of the Charter reveals its distortion:

> “The July Uprising took place in 2024, yet the document is titled the ‘July Charter 2025!’
Those who changed the date to erase the existence of 2024 are in fact participants in the ongoing project of historical distortion.”

 

Thus arises the national question—

> How can a document that failed to block the return of fascist Sheikh Hasina be called the ‘July Charter’?
If the fascist Awami League’s President ‘Chuppu’ still sits silently in power, what kind of revolutionary Charter is this?

 

If the people’s power had truly been restored, the signing of the July Charter would have automatically removed President “Chuppu” from office—
that was the nation’s expectation.
But it never happened.
Therefore, this is not the genuine July Charter—it is the betrayed version of the July spirit.

5. The Undermining of July Warriors and the Plot to Erase History

The young warriors of the July Revolution who resisted fascism with their blood each deserve the title of “National Hero.”
Yet, nowhere in the July Charter is there any state recognition of the “July Warriors” or “Martyrs.”
Even the core year of the movement—2024—has been deliberately ignored.
Thus, signing this Charter is tantamount to a formal declaration of refusal to recognize the July Warriors as National Heroes.

6. Political Rehabilitation Under the Mask of Reform

The July Charter is not a democratic manifesto—it is a blueprint for political rehabilitation.
Its structure seeks not people’s sovereignty, but the preservation of power equilibrium:

The Presidency remains untouched.

The Election Commission stays under administrative control.

Judicial independence is buried in silence.

The revolutionary year is erased from history.

Thus, under the guise of reform, a symbolic “Charter” has been declared—
one that effectively betrays the people’s uprising.

7. Deception Behind the Mask

If the July Charter were truly a people’s document, it would have been signed in the blood of martyrs,
not under the glare of political stage lights while the people remained in darkness.
A Charter that fails to block the return of fascism, does not order the removal of the President, alters the year of revolution, and ignores the martyrs—
cannot be a national Charter; it is, instead, a new deception against the nation.

9. Summary

The July Charter merely refurbishes the 1972 Constitution to reestablish power-centered politics.
It neither closed the path of fascism, nor removed the President, nor honored the July Warriors.
Therefore, it is not the true “July Charter”—
but rather, a declaration of denial of the July Spirit.
