1. BIG-B: Concept and Objectives

The full form of BIG-B is the Bay of Bengal Industrial Growth Belt. Introduced in 2014 as a joint initiative of Bangladesh and Japan, the primary objective of this plan is to promote the integrated development of Bangladesh’s infrastructure, industrialisation, and regional connectivity. Its principal aim is to transform Bangladesh into a major regional hub for production and trade by enhancing the capacity of ports, energy infrastructure, transportation networks, and industrial zones, particularly across the Dhaka–Chattogram–Cox’s Bazar corridor.

2. The Significance and Potential of BIG-B

Bangladesh’s geographical position at the crossroads of South and Southeast Asia has endowed BIG-B with particular strategic significance. The effective development of associated infrastructure, including the Matarbari Deep Sea Port, could create opportunities for Bangladesh to emerge as an important hub for international trade, freight transportation, and industrial investment.

Through this initiative, industries such as automotive components, electronics, machinery, agro-processing, and technology-driven manufacturing could expand. This, in turn, holds the potential to diversify exports, create skilled employment opportunities, and strengthen Bangladesh’s participation in regional supply chains.

3. Japan’s Interest: The Convergence of Economics and Geopolitics

Japan’s interest in BIG-B is not merely commercial; it is also linked to broader objectives concerning economic security and the promotion of stability in the Indo-Pacific region. By encouraging industrial investment in Bangladesh, developing reliable supply chains, and improving connectivity centred on the Bay of Bengal, Japan sees an opportunity to expand its economic partnerships.

Bangladesh occupies a strategically important position between India and Southeast Asia. Consequently, with appropriate regional cooperation in place, BIG-B could strengthen Bangladesh’s connectivity with the wider Asian economy. However, it is more reasonable to interpret Japan’s interest not as a stance against any particular country, but as a convergence of economic and strategic interests.

4. New Developments: BIG-B for Shared Prosperity

At the meeting between the Prime Ministers of Bangladesh and Japan in Tokyo on 27 October 2026, an initiative was undertaken to advance BIG-B into a new phase under the title “BIG-B for Shared Prosperity”. The initiative places emphasis on economic connectivity, public-private partnerships, addressing disaster-related and geopolitical risks, and promoting regional peace and stability.

During the same period, the possibility of attracting up to one trillion Japanese yen in private-sector investment in Bangladesh over the next five years was also highlighted. This represents an investment target; its actual achievement will depend on project implementation, an investment-friendly environment, and effective economic cooperation.

5. Bangladesh’s Strategic Priorities

To realise the benefits of BIG-B, Bangladesh must strengthen productive industries, develop a skilled workforce, facilitate technology transfer, and reinforce domestic supply chains alongside infrastructure development. At the same time, ensuring environmental protection, investment transparency, and regional diplomacy aligned with national interests is essential.

BIG-B is not merely a development project for Bangladesh; it represents an opportunity for the country to emerge as a significant regional power in the Bay of Bengal-centred economy. By capitalising on Japan’s technological capabilities and investment interests, Bangladesh can make a substantial contribution to its economic transformation if it succeeds in building long-term capacity in production, trade, and employment.
